How to change/modify Layout Templates?

I am using the pre-made layout appearance template "paint" but I am not fond of the yellow panel colour with the blue text font. Is there a way to change this background panel colour without having to create a custom made background store template?

From your dashboard go to your store tab >appearance (left hand menu), in there you can easily change all the colours of your store elements.
